Bigger is better.  As a gotcha be wary of the UPS stats.  EG what type of rack it mounts to. Whether it can shutdown multiple computers, compatibility with a hypervisor.  APC requires a addon card to provide network shutdown to multiple computers.  A basic Powerware set up provides the same functionality without a nic on the UPS.</description>

Unplug power from the wall ,you can also drain the power by leaving the computer unplugged and pressing the on button but I'm pretty sure it is unnecessary.  For a laptop you should probably take the battery out too.  Now turn the computer back on.
